		<description>The Tribune quoted a letter from Daniel Degnan, warning that undisirable consequences were sure come if the Cook County Board does not approve borrowing an additional $740 million. "We may be forced to liquidate assets potentially realizing investment losses due to the current market conditions," said Degnan. Creative accounting buzzwords aside, he basically said that the county may have to use its own money if the county can't borrow someone else's. Man these guys are a joke! How long can we let this go on?</description>

The Department of Aviation issued a news release stating that Mr. Ochal, who was first deputy commissioner, has left the department after eight years.</description>
